I know this topic has been beat to death over the past few days, but I have a suggestion that I haven't seen yet.
We talk about restrictions on diaries. I think they should be on ratings, too. There are alot of people (juslurkin being a prime example) who have posted no diaries, no comments. That, of course, is fine- I certainly feel we should welcome all, even if they just want to take in other ideas presented without suggesting their own. Some people are shy :). However, we've got a huge problem with Trolls, particularly ones who add nothing to the site, but abuse the troll rating on those they disagree with (See today's spat between RandomTask and Juslurkin). Of course, we have to guess what these views are based on the path of their trolling. I think we need some kind of system where you need to have a minimum of 10 (or so) comments and a certain mojo to earn the privelege of rating posts. However, I don't think this mojo level should be as high as the one required for TU. We could also tie diary priveleges to this mojo level. That way it will prevent trolls from diary and rating priveleges, but the average Dkos denizen can rate comments and write diary entries without having to attain TU, which isn't always the easiest thing to do, especially in light of the numerous rating wars. In addition, I think we need to make it harder for one to lose TU once it's obtained, though that's a topic for another time.
